I haven't personally read
but I've certainly heard of many people winning contests they were finalists/semi-finalists for in previous years.
Do it! I didn't after I was a finalist at Alice James, but only because I was busy and missed the dang deadline.

I would. This year I was a semi-finalist for two different contests and both notes asked me to re-submit next time--I'm planning on it. Also, many presses with contests also have open reading periods, so that's another option--if you're a finalist for a contest, consider sending the same ms. back during the open reading period.

I'm posting anonymously because I don't feel like getting a user id and all...
Anyway, you should certainly resubmit. I was a semi-finalist for the New Issues Prize the year before I won. That happens a lot.
